Delhi considers annual renewal for electricity subsidy through proposed online portal

Delhi’s electricity-subsidy households may soon need to actively renew their choice every year rather than continue automatically.

The power department is considering an annual opt-in system and has written to the information technology department to develop a dedicated portal, officials said. Consumers would likely log in using their 14-digit consumer account (CA) number and confirm that they want the benefit. Aadhaar linkage is also being considered, while the department prepares a cabinet note.

The stated aim is to prevent subsidy payments for properties that are locked but retain zero bills. At present, consumers can opt out through registration forms submitted to their electricity distribution company.

Delhi introduced annual opt-ins in October 2022, but later extended existing registrations instead of requiring fresh applications. By April 2023, about 4.93 million domestic consumers — 84.1% of domestic connections — had registered.

Eligible households using up to 200 units a month receive a 100% subsidy on energy charges. Those using 201 to 400 units receive a 50% subsidy; domestic consumption above 400 units is not covered. The Delhi government had released ₹4,037.63 crore for the scheme by February in the 2025-26 financial year.
