Delhi orders working panic buttons and clear bus windows after alleged assault on minor

Panic buttons and vehicle-location tracking devices on every bus operating in Delhi must now remain functional and accessible to passengers.

The Transport Department’s directions apply to Delhi and interstate bus operators. Curtains and unauthorised window films are prohibited, with buses required to meet prescribed window-transparency norms. Operators must also provide serviceable fire extinguishers and first-aid kits, and park buses at authorised, secure and adequately lit locations during night or idle hours.

The measures follow the alleged gang rape of a 16-year-old inside a moving sleeper bus on the night of August 4. Police said the girl boarded in Greater Noida and was left near Kashmere Gate after the alleged crime.

Drivers and conductors must carry valid licences, uniforms and PSV badges where applicable, while operators must verify staff before deployment. Driving under the influence is prohibited. Crews must inform police and take the bus to the nearest police station, post or PCR van if an offence against a woman is reported.

Violations can lead to penalties, vehicle detention or impounding, and suspension or cancellation of licences or permits.
