Delhi plans paperless e-Cabinet system for ministerial decisions

Chief Minister Rekha Gupta has announced plans for an e-Cabinet system that would place cabinet notes, agendas, annexures, decisions and minutes on a secure digital platform.

Under the proposal, authorised ministers and officials would prepare and exchange documents electronically, with cabinet papers available on tablets during meetings instead of in physical files. The process would cover submitting and examining notes, approvals, forwarding decisions to departments and preserving records.

Officials said the system would use controlled access, data encryption and cybersecurity measures for confidential cabinet material. Departments would also be able to update action taken on cabinet decisions, allowing the government to monitor whether work is completed within stipulated timelines.

Gupta discussed the proposal with National Informatics Centre experts, who briefed her on e-Cabinet systems used in other states. The Delhi government will study those models before selecting technological solutions for its own system. “Our priority is to ensure that better administrative decisions enabled by technology directly benefit the people of Delhi,” Gupta said.
