Delhi PWD panel to draw common rules for footpath design and repairs

Delhi’s PWD has formed a three-member committee to work out common specifications for constructing and repairing footpaths across the city.

The panel, headed by superintending engineer Arvind Kumar Singh, includes deputy director (vigilance) Mukesh Kumar Sharma and executive engineer Suresh Chand Sharma. An August 25 office order gives it 15 days to examine existing agreements and provisions, and prepare a model tender for future works.

PWD zones currently use differing requirements for similar footpath projects. The proposed framework is intended to bring consistency to future designs and repairs.

The exercise follows the Supreme Court’s June 19 ruling that the right to walk on demarcated footpaths flows from Articles 19 and 21. Indian Roads Congress guidelines call for an obstruction-free walking zone at least 1.8 metres wide and 2.2 metres high, with even, slip-resistant paving. They also specify wider paths near commercial areas, shopping frontages and bus stops, while utility boxes, poles, trees, signage and drains should not interrupt the route.

The committee’s report will shape the specifications used in subsequent PWD footpath tenders.
