Delhi’s draft voter roll will leave out 32.8% of voters after SIR enumeration

Delhi’s draft electoral roll, due on August 24, will not include 32.8% of the city’s voters after the verification and mapping phase of the special intensive revision ended on Monday.

Election officials said enumeration forms for 97.5 lakh voters, or 67.2% of the electorate, had been digitised and verified. The remaining voters have been put on the Absent, Shifted, Dead, Duplicate and Others (ASDDO) list, which is expected to be published later this week. Most of the 47.6 lakh entries on that list have been marked “Shifted”; nearly 10 lakh are listed as duplicates, while two to three lakh fall under “Others”.

Raj, 21, from Malviya Nagar, said his Booth Level Officer told him on August 10 that the enrolment deadline had passed, though the Election Commission had extended it to August 17. Shahnoor Mansoori, 23, said an Aadhaar-voter ID mismatch prevented him from filing online and he was advised to enrol afresh.

People excluded from the draft roll must submit Form 6 and a declaration during the claims and objections window, from August 24 to September 23. More than 1,500 forms filed online shortly before Monday night’s deadline were still awaiting verification on Tuesday morning.
