DTCP cancels Ocean Seven licence for stalled Sector 109 housing project

Gurgaon’s town planning department has cancelled Ocean Seven Buildtech’s licence for Expressway Towers in Sector 109, leaving the stalled affordable housing project eligible for a possible takeover by another agency.

The Directorate of Town and Country Planning issued the order on August 7 under the Haryana Development and Regulation of Urban Areas Act, 1975. It said the 7.5-acre project had seen no substantial construction despite notices and hearings. A joint inspection on July 6 found no meaningful progress from an earlier inspection in March 2025.

The licence was first granted on June 16, 2016, expired on June 15, 2021 and was not validly renewed, DTCP said. The department has deemed the licensed land and building to vest with the government and barred the developer from creating further third-party rights.

The Expressway Towers Gurgaon Buyers Association has sought an alternate developer, accountability for money collected from allottees and a time-bound completion plan. DTCP’s order directs action under Rule 19, the route through which a third-party agency may be appointed to complete the project.

The order also records a prima facie observation of substantial diversion of homebuyers’ funds and seeks payment details for allottees who said they did not receive receipts.
