Gurgaon has 24,032 ageing trucks and buses in Haryana’s NCR phase-out list

Gurgaon’s transport and logistics operators own 24,032 ageing trucks and buses identified for phase-out under Haryana’s Parivartan scheme — nearly a fourth of the 96,441 vehicles on the state’s NCR list.

The state is set to send notices to owners and move beyond incentives to enforcement. BS-I, BS-II and BS-III commercial vehicles will have to go to registered vehicle-scrapping facilities. Eligible BS-IV vehicles can either be scrapped or sold outside NCR in a permitted non-NCAP area. Owners who do not comply could face impounding and transfer of their vehicles to authorised scrapping centres.

Replacement vehicles must meet BS-VI or stricter norms, or be electric. Haryana has set up 26 registered scrapping facilities. Faridabad has the next-largest list, with 18,141 vehicles.

The scheme offers a 10-year motor vehicle tax waiver on eligible new replacements, registration-fee exemptions and loan-interest support. BS-VI diesel and CNG buyers may receive fuel vouchers of Rs 1,200 to Rs 4,800 a month for five years; electric-vehicle buyers can receive a one-time incentive of Rs 64,000 to Rs 2.5 lakh.

Registration has been limited so far: a little over 1,300 truck and bus owners had enrolled by August 27, six weeks after the scheme opened on July 14.
