Haryana makes registration compulsory for private coaching centres

Private coaching centres in Gurgaon and across Haryana will now need a government registration certificate to operate under rules notified by the state higher education department.

Existing institutes and new applicants must apply online and pay a Rs 10,000 fee. The certificate will remain valid for three years. District authorities must scrutinise applications within 30 days; where documents are incomplete, institutes will get 10 days to address the shortcomings before a decision is made.

Registered centres must maintain prescribed records, place them on their official websites, and submit required information to the district authority each year. They must also provide additional details when sought.

For renewal, institutes must apply online at least a month before their certificate expires, with a Rs 5,000 fee. District authorities have 10 days to scrutinise a renewal application, and a complete application is to receive a renewed certificate within one month. Renewals will be valid for one year.

The framework also requires compliance with prescribed safety requirements and restricts coaching for school-going children during school hours.
