MPD 2047 leaves 351 Delhi roads awaiting mixed-use notification

For traders on 351 Delhi roads, including Kamla Nagar Traders Association president Nitin Gupta, the key question is whether their streets will receive formal mixed-use status.

The Master Plan for Delhi 2047 retains permitted activities on roads already notified by the Delhi government as mixed-use or commercial streets. However, it does not specify a process for notifying additional roads, leaving the 351 roads identified in an earlier MCD proposal outside that framework.

The MCD passed the proposal and sent it to the Delhi government in 2007. During a sealing drive in 2018, a draft notification was submitted to the lieutenant governor, but a final notification has not followed. Commercial establishments have opened along these roads, and traders have expressed concern about sealing action because the streets have not been formally declared eligible for mixed land use.

MPD 2047 allows mixed-use development on roads with a right of way of 30 metres or more. It permits commercial activity on the ground or first lower floor of buildings with stilt parking. Under MPD 2021, 2,538 roads and streets were notified for mixed-use and commercial activities.

D Thara, secretary in the capital development department under the Union housing and urban affairs ministry, said the minister had given the department two months to consider the pending notification issue. The review will include matters before the Delhi High Court, a Supreme Court-appointed committee and additional streets later identified by the MCD.
