Delhi MPD 2047 coaching rules leave existing centres unclear

Delhi’s MPD 2047 permits coaching centres in specified commercial centres, in schools after working hours and on some residential plots, including where a road is not notified for mixed use or commercial activity.

For new layout-plan approvals, the plan refers to plots of at least 500 square metres on 18-metre-wide roads, with two estimated car-parking spaces for every 100 square metres of FAR area. Coaching centres may operate in local shopping complexes, community centres, district centres and metropolitan city centres. They are not permitted in convenience shopping complexes within planned colonies and societies.

The position is less clear for institutes already operating on congested roads. Keshav Agarwal of the Educators Federation said the plan contains differing plot-size provisions: one section specifies 500-square-metre plots, while another permits activities including coaching on residential plots of 75 or 200 square metres, depending on the colony type. Officials said the larger requirement applies to new projects, while the smaller plot provisions have been carried forward from MPD 2021.

The plan allows home-based tuition for school students up to Class XII “on any floor”, while barring coaching or tuition centres in A and B category colonies. It does not specify limits on student numbers, floor area, batch size or the share of a dwelling that may be used for tuition.
