Delhi MPD 2047 draft proposes congestion charges and parking curbs

Delhi’s draft Master Plan 2047 proposes congestion charges and tighter parking rules for private vehicles in crowded parts of the city.

The draft proposes congestion-pricing zones around transit-oriented development nodes, the Walled City heritage zone and the Metropolitan City Centre. Road-owning agencies or the transport department would identify these zones in consultation with Delhi Traffic Police. The draft lists RFID tagging among the measures that could be used for collection.

The plan also proposes using parking policy to manage demand. It calls for restrictions on on-street and off-street public parking near well-connected public transport areas, workplaces, markets, entertainment venues and cultural hubs. Charges could vary by location and time of day, particularly to discourage peak-hour trips.

The draft also proposes a Unified Metropolitan Transport Authority for Delhi to plan, develop and oversee an integrated transport system. The Master Plan is awaiting notification from the Union housing and urban affairs ministry.
