
Delhi’s proposed Master Plan 2047 would allow some residential plots beside roads at least 30 metres wide to run commercial activity on the ground or first lower floor, subject to charges and conditions.
The draft plan also proposes regeneration schemes for existing district, community, local and convenience shopping centres. It would add activities such as cloud kitchens and data centres to these commercial areas, while offering more flexibility to combine or subdivide shops and plots.
A residential plot beside a road with a 30-metre-or-wider right of way could host commercial activity on its ground floor under Delhi’s proposed Master Plan 2047.
The provision would apply where the adjoining street is not already notified for mixed use or commercial use. Buildings with a stilt could also use the first lower floor, subject to prescribed charges. Hazardous, inflammable, polluting and other non-compatible activities would remain excluded.
The plan proposes regeneration schemes for district centres, community centres, local shopping centres and convenience shopping centres. It identifies cloud kitchens and data centres among the economic activities that could be added in these spaces.
Within integrated commercial-centre schemes, owners could amalgamate or subdivide plots and shops, with prescribed charges. The plan also provides for additional floor area ratio, conversion charges and other development levies notified by the Centre.
Commercial activity already permitted on narrower notified roads would continue. The proposal sits alongside Delhi’s wider MPD-2047 redevelopment framework.
