DTCP is considering an eightfold increase in the charge property owners pay to reopen buildings sealed for construction or occupancy-rule violations.

The proposed penalty would rise from ₹630 to ₹5,000 per square metre, while the required bank guarantee would increase from ₹1,260 to ₹10,000 per square metre. DTCP officials expect revised guidelines from its Chandigarh headquarters by the end of August, with the new rates proposed to take effect next month.

A 200-square-metre Gurugram house sealed for a building-rule violation could require a ₹10 lakh penalty and a ₹20 lakh bank guarantee before it can reopen under a DTCP proposal.

The Department of Town and Country Planning is considering raising its de-sealing charge from ₹630 to ₹5,000 per square metre. The bank guarantee, which may be forfeited if the violation is not fixed within three months of de-sealing, is proposed to rise from ₹1,260 to ₹10,000 per square metre.

DTCP seals properties for illegal construction, unauthorised commercial activity and other housing-rule breaches. An official said the existing penalties had not prevented repeat violations.

A department survey found violations at about 5,000 properties across DLF Phases 1 to 5, where more than 100 properties have faced sealing or demolition action. Notices have also gone to over 600 owners in private colonies, including Ardee City, Sushant Lok, South City, Vipul World and Nirvana Country.

The proposed change follows DTCP’s planned return to sealing and demolition action in DLF-3.
