MPD 2047 opens more Delhi sites for hotels, guesthouses and serviced stays

Hotels, budget hotels and serviced stays could move beyond Delhi’s designated hotel zones under the proposed Master Plan for Delhi 2047.

The plan allows lodging facilities in commercial centres, convention and socio-cultural centres, commercial areas within industrial estates, wholesale markets, integrated freight complexes and warehousing schemes. They would also be permitted at ISBTs and bus depots, multi-modal hubs, railway stations, the airport and transit-oriented development areas where building plans have been approved.

Industrial plots with access from a road at least 24 metres wide could be converted for hotels. Budget hotels could be developed on roads with a minimum right of way of 12 metres. Guesthouses and boarding-lodging facilities would also be allowed as part of mixed use in residential areas.

The proposal sits alongside Delhi’s overhaul of rules for bed-and-breakfast units. The Delhi Assembly recently repealed the earlier law after a June fire at a Malviya Nagar B&B that claimed 21 lives. A draft Delhi Bed Breakfast Policy 2026 proposes Gold and Silver categories based on room standards, sanitation, safety and service quality.

The wider hospitality permissions form part of MPD 2047’s broader land-use proposals.
