Delhi BMW receives 42 PUCC challans, 24 issued in 2026

A 2019 BMW has had an expired pollution certificate since 2024. Delhi Traffic Police says repeat PUCC cases may be pursued in court.

A 2019 BMW has received 42 challans for not having a valid pollution certificate, including 24 in 2026, Delhi Traffic Police data shows.

A 2019 BMW has received 42 challans for not having a valid pollution-under-control certificate (PUCC) since 2019. Delhi Traffic Police issued 24 of those challans in 2026. The vehicle’s certificate has been expired since 2024.

Other vehicles on Delhi’s repeat-offender list include a 2023 Suzuki motorcycle, which has received 33 PUCC challans, including 29 this year. It now has a valid certificate. An Activa has received 32 challans, including 26 in 2026, and its PUCC remains expired.

A 2012 Ace has received 28 challans, while a 2025 TVS Raider has received 24, all in 2026. Both vehicles have expired certificates.

Delhi Traffic Police said owners are responsible for keeping their PUCCs valid. It said cases involving more than 10 pending PUCC challans indicate repeated violations and may be pursued through courts when an immediate challan cannot be issued.

Under the Motor Vehicles Act and Central Motor Vehicles Rules, new vehicles need a PUCC after one year. Older vehicles generally need to renew the certificate every six months. A transport expert said an expired or missing certificate does not by itself establish that a vehicle exceeds emission limits; that requires a physical emissions test.
